A Srinagar court has issued a proclamation notice against Dr. Muzaffar Ahmad Rather, a doctor from south Kashmir's Qazigund, declaring him a proclaimed offender in the high-profile Delhi Red Fort blast case that killed nearly a dozen people on November 10.

The State Investigation Agency (SIA), along with the Station House Officer (SHO), visited the residence of Dr. Rather's brother, Dr. Adeel Ahmad Rather, in Qazigund's Wanpora village to affix the proclamation notice, as per court directives.

According to the court order, a copy of which is with News24, Dr. Muzaffar has been ordered to appear before the court on January 28, 2026, at 10:00 AM sharp to answer charges. The move follows multiple unserved warrants, prompting action under relevant provisions of the Bharatiya Nagarik Suraksha Sanhita (BNSS). Investigating agencies suspect Dr. Muzaffar as a key conspirator and close associate of the suicide bomber, identified as Dr. Umar Nabi, in the blast that targeted the iconic Red Fort area, injuring dozens more. Sources indicate his role in the terror module is under intense scrutiny amid ongoing probes into Jammu and Kashmir-linked networks.
