A man breached security at the Parliament House by climbing a tree and then jumping over the wall early Friday morning. The incident happened around 6:30 am.
The man gained access to the Garuda gate of the new Parliament building after hopping over the wall from the Rail Bhavan side, officials said. The man is in custody of the security personnel. He is being questioned, officials said.

The incident happened the day after the conclusion of the Parliament’s monsoon session, which was filled with repeated disruption with obstruction of legislative business. The Lok Sabha secretariat noted that the month-long session began on July 21 and included 21 sittings of which there was 37 hours and 7 minutes of effective business.
CISF mentioned, “On preliminary enquiry, the person has been identified as Ram Kumar Bind, a native of Bhadohi, UP. He is working in a factory in Surat and appears to be mentally incoherent. Further enquiry is on.”

Last year, there was a similar offence regarding a breach of security where a man, appearing to be in his early 20’s, scaled the wall of Parliament and jumped inside the Annexe building premises. There was also a purported video of the occurrence, in which the suspect, simply clad in shorts and a T-shirt, was seen in the possession of armed CISF personnel. Nothing incriminating was located on the man during a frisk.
