President’s Rule Revoked In Jammu And Kashmir, Omar Abdullah Set To Lead New Govt

The latest move comes after a meeting between the National Conference Vice President Omar Abdullah and Lieutenant Governor Manoj Sinha, in which Abdullah staked a claim to form a new government in the Union Territory after the recent assembly elections.

The Centre issued a notification on Sunday announcing the revocation of the President’s rule in Jammu and Kashmir before the appointment of the Chief Minister. An order signed by President Droupadi Murmu stated, “In exercise of the powers conferred by section 73 of the Jammu and Kashmir Reorganisation Act, 2019 (34 of 2019) read with articles 239 and 239A of the Constitution of India, the Order dated the 31 October 2019 in relation to the Union territory of Jammu and Kashmir shall stand revoked immediately before the appointment of the Chief Minister under section 54 of the Jammu and Kashmir Reorganisation Act, 2019.”

Revocation

According to the notification, the revocation is per Section 73 of the Jammu and Kashmir Reorganisation Act, 2019, alongside Articles 239 and 239A of the Constitution of India. The order precedes the appointment of the chief minister under Section 54 of the same act.

Omar Abdullah Stakes Claim To Form New Government

J&K Assembly Election Results

The National Conference-Congress alliance dominated the J&K polls, winning 48 seats. Meanwhile, the Bharatiya Janata Party (BJP) secured 29 seats after the counting of votes for the 90 Assembly seats.

President’s Rule

President’s rule was imposed on J&K on October 31, 2019 – Jammu and Kashmir was divided into two union territories – Jammu and Kashmir and Ladakh. On August 5, 2019, the Parliament passed the Jammu and Kashmir Reorganisation Act, 2019 and revoked Article 370 of the Constitution, which confers special status to the former state.
