So far the investigation has revealed that a gangster named Anil, who is lodged in Meerut jail is the key person. He connected Saddam of Jaunpur in Uttar Pradesh to Parikshit Negi, owner of a Gun House in Dehradun. Negi was involved in fraudulent sale of cartridges.
