Members of the Shanghai Cooperation Organisation (SCO) have strongly condemned the Pahalgam terror attack that occurred on April 22 and called for the perpetrators to be brought to justice. “The Member States strongly condemned the terrorist attack in Pahalgam on 22 April 2025. They expressed their deepest sympathy and condolences to the families of the dead and the wounded. They further stated that perpetrators, organisers and sponsors of such attacks must be brought to justice,” reads the declaration.
PM Modi delivered a strong message at the SCO summit in Tianjin, China, that has captured the attention of participating nations. Leaders from over 20 countries, including Pakistan’s Prime Minister Shehbaz Sharif, listened as India took centre stage by criticising countries responsible for supporting terrorism.
Before Prime Minister Modi departed for China to attend the much-anticipated summit, the External Affairs Ministry stated that India expected a strong condemnation of the deadly terror attack in April that killed 26 civilians. India also urged the 10-member SCO bloc to condemn cross-border terrorism in the joint statements and documents adopted during the summit.
Speaking at the 25th SCO summit in China’s Tianjin, where Pakistan PM Shehbaz Sharif was also in attendance, PM Modi underlined- “terrorism is not just a threat to the security of any one country, but to humanity as a whole”.
Referring to the recent terror attack in Jammu and Kashmir’s Pahalgam, PM Modi said India has suffered the “brunt of terrorism” for four decades. He also thanked partner nations that stood by New Delhi in its fight.

“India has been bearing the brunt of terrorism for the last four decades. Recently, we saw the worst side of terrorism in Pahalgam. I express my gratitude to the friendly country that stood with us in this hour of grief,” Modi said.
Calling terrorism, separatism, and extremism “big challenges” in the path of security, peace, and stability, Modi expressed gratitude to countries that have been backing India in its fight against terrorism.
“Security, peace, and stability are the basis of the development of any country. But terrorism, separatism, and extremism are big challenges in this path. Terrorism is not just a challenge to the security of a country but a common challenge for all of humanity. No country, no society, no citizen can consider itself safe from it. Therefore, India has emphasised unity in the fight against terrorism…India took the initiative to fight Al Qaeda and the terrorist organisations associated with it by leading the Joint Information Operation…We raised our voice against terror financing. I express gratitude for your support in it,” he said.
Taking a dig at Pakistan over the Pahalgam terror attack, Modi said, “No double standards are acceptable on terrorism.”
