The scheme will be implemented as a Centrally Sponsored Scheme, with the fund-sharing ratio set at 90:10 for North Eastern states, Himalayan states, and Union Territories (Uttarakhand, Himachal Pradesh, and Jammu & Kashmir), and 60:40 for all other states and Union Territories with legislatures.
