According to new intelligence reports from November 2025, there are currently 131 active terrorists in Jammu and Kashmir, and the number of Pakistani nationals among them has risen sharply. Out of the total, 122 militants have been identified as Pakistani nationals, while only nine are locals.
This marks a major jump compared to earlier this year, when the number of Pakistani terrorists was reported at 59 in March 2025. The data shows that cross-border infiltration attempts have more than doubled in a few months. Security agencies believe this spike is the result of continued efforts by Pakistan-based groups to push militants across the Line of Control (LoC).
45 terrorists eliminated in encounters this year
In response, security forces have remained on high alert and carried out several anti-terror operations across the region. So far in 2025, around 45 terrorists have been killed in encounters involving the Army, Police, and other security units, showing how active and intense the operations have been.
The rising influx of Pakistani terrorists is a major concern for security in the region, as Pakistan-backed groups continue to take advantage of the terrain and seasonal conditions to infiltrate. Despite this, Indian forces have successfully stopped multiple infiltration attempts along both the LoC and the International Border.
Infiltration attempts along LoC and IB on the rise
Local terrorist recruitment remains very low compared to the growing number of foreign militants, indicating a shift in the overall pattern of terrorism in Jammu and Kashmir. Experts say that terror groups are now depending far more on foreign fighters to keep their activities going.
These findings come at a time when security forces are consistently working to break terror networks, destroy their hideouts, and cut off their support systems across the Union Territory.
