New Delhi: The IAS Association of Andhra Pradesh raised objection on the release of Gangster-turned-politician Anand Mohan Singh from Saharsa jail who is a convict of the killing of G Krishnaiah, former District Magistrate Gopalganj.
In an official statement, the Civil Services Institute of Andhra Pradesh stated, “The action of the State Government in releasing the killer of such an excellent officer is appalling to say the least. Such an action of the Government will have adverse effect on the morale of not only IAS officers but also other civil servants.”
The association further said that thecivil servants takes allegiance of oath to the Constitution to serve the country honestly and loyally. “If such an officer is attacked, then it is an open challenge to the constitution and to the concept and functioning of the State,” read the letter.
The Bihar government had recently amended the jail rules allowing the release of 27 convicts including him. Anand Mohan was serving a life sentence in 1994 for the murder of the then District Magistrate of Gopalganj, G Krishnaiah.
The brutal killing of slain IAS officer took place during the funeral procession of Muzaffarour gangster Chotan Shukla. The association said, “As an IAS officer, Sri Krishnaiah always took decisions in favour for the poor and downtrodden. Even on the day when he was brutally killed, he was trying to safeguard his body guard from the mob.”

‘will appeal against decision’
The bereaved family of the DM urged the government to reconsider its decision. Padma, daughter of the then District Magistrate of Gopalganj, G. Krishnaiah, said it is a matter of great sadness for Anand Mohan Singh to be released from jail today.
“The government should reconsider this decision. I request Nitish Kumar to reconsider this decision. With this decision, his government has set a wrong precedent. This is not just an injustice to one family but to the entire country. We will appeal against this decision,” said Padma.

Nitish motive behind release of Anand Mohan
Political experts believe that the reason behind amending the rule that led to the released of Anand Mohan is the intentions to woo four percent Rajputs in Bihar.
Anand Mohan who belong to the forward caste is believed to have a great influence over Rajput. Nitish Kumar’s party RJD is lekly to get the benefit of this vote bank in the next elections.
On April 10, Nitish Kumar’s coalition government in Bihar changed the avoidance rules of the jail manual. Under this, prisoners who have killed government servants can also be released after serving 14 years of their sentence.
The condition is that the prisoner should be of good conduct during the period of imprisonment. This rule has benefited Anand Mohan.
29 years ago he got lifer for DM’s murder
Anand Mohan was serving life sentence for the murder of the then DM of Gopalganj G Krishnaiah in 1994. When Krishnaiah was killed, he was going from Patna to Gopalganj.
At the same time, during the last rites of gangster Chhotan Shukla near Muzaffarpur, he was beaten to death by a mob.
Anand Mohan was sentenced to death by the trial court for inciting the mob to lynch Krishnaiah. However, in 2008, the High Court converted it to life imprisonment.
He did not even get relief from the Supreme Court. Now the Bihar government has said that Anand Mohan has already served the sentence of 14 years. He is being released on parole because of his good behavior.
