New Passport Rules Explained: Who Will Be Affected And Key Changes You Should Know

In a notification issued on February 24, the Ministry Of External Affairs has amended rules related to submission of proof of date of birth for issuing of passports.

According to the new rule, individuals born on or after October 1, 2023, will now be required to submit a birth certificate as the only valid proof of date of birth. This update was issued last week. What Are The New Changes?

In a notification issued on February 24, the Ministry Of External Affairs has amended rules related to submission of proof of date of birth for issuing of passports. According to the amendment, for those born after October 1, 2023, only birth certificates issued by authorized bodies will be accepted for new passports.

Which Authorities’ Issuance Is Accepted?

  • Registrar of Births and Deaths, Municipal Corporations, or any other body designated under the Registration of Births and Deaths Act, 1969.
  • Transfer or school leaving or matriculation certificate issued by the recognised school last attended or recognised educational board having the date of birth of the applicant
  • Permanent Account Number Card issued by the Income Tax Department having the date of birth of the applicant
  • Attested service record extract or pay pension order with DOB, certified by the applicant’s ministry/department officer-in-charge.
  • Driving license issued by the Transport Department of the concerned state government, having the date of birth of the applicant.
  • Election photo ID card issued by the Election Commission of India containing date of birth of applicant.
  • Policy bond from LIC or public insurers with the holder’s date of birth.

When Will the New Rules Take Effect?

The new amendments were announced last week but will take effect only after being published in the official Gazette.
