New Delhi: The third day of Parliament’s Winter session saw Home Minister Amit Shah speaking on the situation of Jammu and Kashmir and changes after the abrogation of Article 370 in August 2019. He quoted the Kashmir after the abrogation of the article as ‘Naya Kashmir’ and presented the ‘Naya Kashmir Bills’.
‘Naya Kashmir’ Bills include the Jammu and Kashmir Reservation (Amendment) Bill, 2023, and the Jammu and Kashmir Reorganisation (Amendment) Bill, 2023.

In his speech, Shah said that the people of PoK (Pak-occupied Kashmir) are our people. “PoK Hamara Hai“, are his words.

Stressing the condition of Kashmir, the Home Minister said that the people of Kashmir had been deprived of their rights for 70 years and this bill is for them, to do justice to them. Post-1992 incident in Kashmir, Kashmiri Pandits had to leave their houses and live a life of refugees in their own country. On records, 46,631 people had left their homes.

It has been possible after 30 years in the union territory that the theatres and multiplexes have opened there again post-August 2019. “If you ask what has changed, you think the people of Kashmir don’t want to see cinema? Their lives have changed for the better after eradicating Article 370”, he added.
Announcing financial aid to the PoK displaced, he said that there’s a difference between granting someone rights and granting someone rights with dignity. He also proposed one-time financial aid of Rs. 5 lakhs for the displaced PoK people along with the reservation of one seat in the J-K assembly for those displaced from PoK. The bills also sought two Kashmiri migrant community members to the assembly. Speaking on the assembly seat distribution, Shah states, “Because PoK is ours, we’ve kept 24 seats for PoK in the assembly.”

Amit Shah’s proposal depicts the motive of the central government to draw the attention of residents of PoK as their next step. This might see turbulence in neighbouring Pakistan which is swinging between political and financial crises.
