New Delhi: After approving Delhi Ordinance Bill in Lok Sabha yesterday, the Centre is ready with three other Bills that it has put on the agenda for today.

The 2023 Monsoon Session of Parliament has been facing stormy winds in both the Houses ever since it started, over multiple issues raised by the Opposition including the Manipur issue.

Inter-Services Organisations (Command, Control and Discipline) Bill

However, the three Bills that are on agenda today are Inter-Services Organisations (Command, Control and Discipline) Bill,  Anusandhan National Research Foundation Bill, 2023 and Indian Institutes of Management (Amendment) Bill, 2023.

To begin with, there is Inter-Services Organisations (Command, Control and Discipline) Bill that was introduced in Parliament in March this year by Minister of State for Defence Ajay Bhatt.

The Bill intends to assign selected defence heads to inter-services groups. These heads, as per the information, will have administrative and disciplinary powers over every soldiers who are working in or connected to the command.

These soldiers may be serving the Air Force, Navy and Army in inter-services organisations for example the Defence Services Staff College (DSSC), National Defence Academy, the Andaman and Nicobar Command (ANC) and National Defence College (NDC).

Indian Institutes of Management (Amendment) Bill, 2023

In the field of education, the Centre had rolled out the Indian Institutes of Management (Amendment) Bill, 2023, on July 28 this year. The amendment bill intends to bring some changes in the IIM Act of 2017.

This time, the government will increase the powers of president in the IIMs. However, this has sparked speculations that the line between the autonomy and accountability will be blurred once the bill becomes a law.

Anusandhan National Research Foundation Bill, 2023

The Union government will introduce the Anusandhan National Research Foundation Bill, 2023 today. Under which, the Centre will set up the Anusandhan National Research Foundation.

The foundation will be providing high level strategic directions in terms of research, innovation and entrepreneurship. The institute will help in research projects regarding natural sciences including mathematical sciences, engineering and technology, environmental and earth sciences, health and agriculture.

It will also be providing assistance in scientific and technological interfaces of humanities and social sciences.
