Formerly known as PAPA-2, the Muftis’ Fairview home served as a notorious torture facility.
It operated as an official guest home up until 1989. The Border Security Forces took possession of the structure in 1990 and gave it the moniker PAPA-2.
Up until 1996, it was still in use as a facility for torture and interrogations.
Former Chief Secretary of the State Ashok Jaitley moved in and started living there in 1996. It was refurbished in 2003, and Muzaffar Hussain Baig, the previous finance minister, lived there.
