Prime Minister Narendra Modi launched a digital platform, ‘Pratibha Setu’, targeting not just UPSC aspirants, but particularly for those candidates who just missed out on being in the pre-final merit list, in the 125th episode of Mann Ki Baat. On the platform the aspirants can have data on more than 10,000 candidates and to help analyze their future opportunities.
In order to provide better employment opportunities to talented youth, the Union Public Service Commission (UPSC) has launched a new initiative ‘Pratibha Setu’. This initiative allows verified employers – whether they are central government institutions or private companies – to get information about eligible candidates who have successfully completed all the stages of UPSC examinations but could not make it to the final selection list.
Objective Of ‘Pratibha Setu’
What was earlier called the Public Disclosure Scheme (PDS), is now known as ‘Pratibha Setu’. Its main objective is to provide an alternative way for such candidates who were deprived of final selection despite reaching the interview. Under this scheme, biodata of such “non-selected willing candidates” is made available so that employers can give them employment opportunities based on their qualifications.
Which Exams Are Included?
This scheme covers several important exams conducted by UPSC, such as:
Civil Services Exam
Indian Forest Service Exam
Central Armed Police Forces (ACs) Exam
Engineering Services Exam
Combined Geologist Exam
Combined Defence Services Exam
Indian Economic Service/Statistical Service Exam
Combined Medical Services Exam
The portal currently has data of more than 10,000 interested candidates.
What Is The Facility For Employers?
Employers registered on the UPSC portal are provided with a login ID. Through this, they can search for candidates as per the subject, view their soft biodata including academic record, exam performance and contact information. Private companies have to get their Corporate Identity Number (CIN) verified through MCA. Only valid and verified entities can access this data, which keeps the information of the candidates safe.
Launch And Development Of The Scheme
The scheme was launched on 20 August 2018 and was first implemented for the Combined Medical Services Examination 2017. Now the scheme has been made more comprehensive by naming it ‘Pratibha Setu’, which has increased both its utility and transparency. It shows the candidates the path of career even outside the traditional selection list.
Who Can Participate?
Candidates who have cleared all the stages of the UPSC examinations but have not been able to make it to the final selection list can join this scheme by giving their consent. However, NDA, NA and some limited departmental examinations do not come under this scheme.
How To Use Employers?
Employers can like, shortlist, select or reject candidates with the help of a dashboard. The dashboard also has many tools like reporting and information management, which makes the recruitment process more smooth and systematic. This scheme gives a new opportunity to the eligible candidates as well as makes the recruitment system more effective and transparent.

UPSC Pratibha Setu not only gives a new direction to the eligible but missed final selection candidates, but is also proving useful for both public and private sectors by making the recruitment process more transparent and accessible.
