The Air Quality Index (AQI) in Delhi, which rose from 431 at 4 PM to 441 at 6 PM, showcased a worsening trend with winds, stable atmospheric conditions, leading to lack of pollutant dispersion. In response, the CAQM Sub-Committee on GRAP has decided to implement all Stage-IV measures under the existing GRAP for ‘Severe+’ air quality (AQI > 450) across the entire NCR, in addition to ongoing actions under Stages I–III. NCR pollution control authorities and relevant agencies have been instructed to further intensify preventive measures to curb the deterioration of air quality.
GRAP 4 imposed in Delhi: Here are the Do’s and Don’ts
- Entry of truck traffic into Delhi is restricted (except for trucks carrying essential commodities or providing essential services).
- All CNG, Electric, and BS-VI Diesel trucks shall, however, be permitted to enter Delhi.
- LCVs that have been registered outside of Delhi, other than EVs/CNG/BS-VI Diesel, are not allowed to enter Delhi, except those carrying essential commodities or providing essential services.
- Enforce a strict ban on the plying of Delhi-registered BS-IV and below diesel-operated Medium Goods Vehicles (MGVs) and Heavy Goods Vehicles (HGVs) in Delhi, except those carrying essential commodities or providing essential services.
- All construction and development activities will be brought to a halt in GRAP Stage 4, similar to Stage 3. For linear projects such as highways, roads, public projects such as highways, power transmission pipelines, and telecommunication, exceptions may be considered.
- NCR state governments and GNCTD may take a decision on discontinuing physical classes even for Classes VI, IX, and XI, and conduct lessons in an online mode.
- NCR state governments/GNCTD to take a decision on allowing public, municipal, and private offices to work at 50% strength, with the rest working from home. The central government will take an appropriate decision on permitting work from home for employees in central government offices.
- State governments may consider additional emergency measures, like closure of colleges and educational institutions.
- Closure of non-emergency commercial activities, and permitting the running of vehicles on an odd-even basis according to registration numbers.
Vehicle Restrictions
Entry of truck traffic in Delhi will be heavily restricted; however, all LNG/CNG, Electric, and BS-VI Diesel trucks will be allowed to enter Delhi. But LCVs that have been registered outside of Delhi, other than EVs/CNG/BS-VI Diesel, will be allowed to enter Delhi. Trucks carrying essential commodities will be allowed to pass through.

Work From Home
In a recent decision, 50% staff in government and private offices have also been asked to work from home. A similar notice was also issued on November 24. The central government has taken an appropriate decision on permitting work from home for employees in central government offices. State governments may consider additional emergency measures, like the closure of colleges/educational institutions.
Schools Closed
Delhi government has directed all government and private schools to hold classes until the 11th class in hybrid mode. Both physical and online, as stricter pollution norms under the graded Response Action Plan stage 4 come into play. State governments and GNCTD may take a decision on discontinuing physical classes even for Classes VI–IX and Class XI, and conduct lessons online.
