Good News For Odisha! The Cabinet Committee on Economic Affairs, chaired by PM Modi, on Tuesday (August 19, 2025), approved a 6-lane access-controlled Capital Region Ring Road project for Odisha. The construction of the Bhubaneswar Bypass, which is about 110.875 km long, will be developed under the Hybrid Annuity Mode (HAM) at an estimated capital cost of Rs 8,307.74 crore.
The project is expected to give a significant boost to regional connectivity and infrastructure development in Odisha and other eastern states. Currently, the connectivity between Rameshwar and Tangi on the existing National Highway faces congestion. The traffic passes through Khordha, Bhubaneswar, and Cuttack. The proposed project will address these challenges and divert the heavy commercial traffic away from these highly urbanised cities.
Additionally, the bypass will boost freight movement, cut logistics costs, and drive socio-economic growth in the region. While speaking at the Cabinet briefing, Union Minister Ashwini Vaishnaw said, “A six-lane access-controlled ring road is being developed for Cuttack and Bhubaneswar. Cuttack and Bhubaneswar are practically twin cities, separated by a river. Cuttack is a 5,000-year-old city, one of the oldest in the world, while Bhubaneswar was developed as the new capital. In reality, the two cities function as a single urban unit, and this project has been undertaken to support and enhance their joint development.”

The proposed project alignment involves integration with three National Highways — NH-55, NH-57, NH-655, and a State Highway (SH-65). Moreover, the upgraded corridor will connect with four social nodes, ten economic nodes, and five logistic nodes, offering improved multimodal connectivity with one Multi-Modal Logistics Park (MMLP), one railway station, two ports, and one airport. The project will also generate employment opportunities for lakhs of people.
