Asserting the need to implement a Transit-Oriented Development (TOD) policy in the national capital, Union Housing and Urban Affairs Minister Manohar Lal Khattar on Sunday said the policy will be finalised soon.
According to PTI, the minister was speaking at the Aaj Tak Nirman Bharat Summit 2025, where he said the policy aims to reduce road traffic, promote multi-storey buildings, and enhance overall affordability by integrating public transit with urban development.
Khattar said that the extensive metro network expansion is a strategic move to reduce road congestion and improve the efficiency of public transport.
What Is Transit-Oriented Development (TOD)?
TOD is a key policy initiative for low-carbon, high-density, compact, mixed land use and sustainable development by minimising travel time for citizens, promoting use of public transport, reducing pollution and congestion, creating more homogeneous neighborhoods, having work places near residences, creating public amenities within walking distances and providing safe environment through redevelopment along MRTS (Mass Rapid Transport System) corridors in the national capital.
In July, Khattar had already stressed the importance of high-rise buildings, adding that these structures will be connected to metro stations through a “hanging way.”
The minister said the new policy for constructing high-rise buildings will soon be implemented on the ground. He added that high-rise buildings will be directly connected to metro stations via a hanging way, so that residents will not need to use roads.
The news agency has already reported that, as per the existing Master Plan 2021, only ground-plus-three-storey buildings can be constructed on a residential plot without a lift. If the plot size is more than 2,000 sqm, the Delhi Development Authority (DDA) permits the construction of high-rise buildings.
