The Election Commission of India (ECI) has started a Special Intensive Revision (SIR) of the state’s voter list ahead of the Bihar assembly elections, which has been started four months before the elections. Questions raised about this decision have now become a topic of discussion in the Monsoon Session of Parliament.
The aim of the SIR campaign is that “the name of every eligible citizen should be included in the voter list and the name of any ineligible person should not be included.” The notification also clarifies that the new voter list will not be released until all claims and objections are resolved.
The Election Commission has completed the first phase of this process. This work related to counting of votes started from 1 July. The final voter list will be published on 30 September.
The process of comprehensive revision involves door-to-door enumeration to prepare a new voter list. During this, enumerators visit every house and record the details of eligible voters as on a particular date, without looking at the existing list.
This process is implemented when the Election Commission of India (ECI) feels that the current voter lists are either seriously flawed or need to be completely reconstructed. This exercise is usually done before a major election or after administrative processes such as re-demarcation of constituencies.
