As per the rule, every political party have to keep the poll panel informed about any changes they make to the outfit. Even if they change location of their head offices, they are supposed to communicate with the ECI without any delay.

It is mandatory so that the commission can stay in touch with the political outfits and stay informed that the party is still active.

However, eighty-six RUPPs like this were found to be non-existent. Following the ECI declared 253 outfits as inactive as they did not contest a single election either to the General Assembly of a State or the Parliament Election 2014 and 2019.

The decision to remove these parties was taken after considering reports received byt the Chief Electoral Officers of seven states namely Bihar, Delhi, Karnataka, Maharashtra, Tamil Nadu, Telangana and Uttar Pradesh.
