ECI Press Conference Highlights- With the Bihar Assembly elections approaching, the Election Commission has intensified its preparations by holding a series of meetings across the state. The meeting continued on Sunday, October 5 with the Election Commission of India (ECI) holding press conference at 2 pm. Notably, on Saturday, the commission had held meeting with 12 political parties in Patna to discuss the upcoming polls.
Chief Election Commissioner (CEC) Gyanesh Kumar, accompanied by Election Commissioners Sukhbir Singh Sandhu and Vivek Joshi, conducted a thorough review of the poll preparedness for the upcoming Elections. The ECI delegation, currently on a two-day visit to the state, convened important meetings in Patna with enforcement agencies to ensure free and fair elections. After these discussions, the Election Commission briefed the media on the current status of election readiness, highlighting measures taken to maintain the integrity of the electoral process.
A press conference to share key developments, including a summary of preparedness measures reviewed so far, feedback received from political parties, and the roadmap for the coming weeks was held. The Bihar assembly elections will be held before November 22, Chief Election Commissioner (CEC) Gyanesh Kumar said on Sunday while addressing a press conference in Patna.
After reviewing poll preparedness on Saturday, the ECI had issued a statement, with CEC Kumar calling political parties a “significant stakeholder of a strong democracy.” He called upon them to fully participate at every stage of the election process by appointing their polling and counting agents. The Commission also encouraged the political parties to wholeheartedly celebrate elections in a festive spirit along with the voters. According to the commission, the political parties thanked the poll body for successfully completing the historic Special Intensive Revision (SIR) exercise and purifying the electoral rolls and reiterated their faith and trust in the electoral processes.

CEC Gyanesh Kumar said, "17 new initiatives have been successfully implemented in Bihar, some will be implemented in the conduct of elections, and some in counting... Electoral Registration Officers (EROs) are responsible for preparing the voter list. In Bihar, there is an ERO in each of the 243 assembly constituencies. Together, they, along with 243 EROs and 90,207 BLOs, completed the task of cleansing the voter list after nearly 22 years."

CEC stated that the ECI will accept Aadhaar cards for inclusion in voter lists; however, the commission reiterated that it is not a form of citizenhsip.
Chief Election Commissioner (CEC) Gyanesh Kumar said, "Previously, when votes were counted, if there was a mismatch in Form 17C, which the presiding officer gives to polling agents, and in the EVM counting unit, all such VVPATs would be counted in full. Similarly, it will be compulsory that postal ballots be counted before the final two rounds of EVM counting. After the election is over, many people want to know how many voters there were, how many men voted, and how many women voted... now, gradually, the progressive implementation of ECI-NET is taking place. Therefore, you will all be able to see these digital index cards within a few days of the election's conclusion."

Chief Election Commissioner (CEC) Gyanesh Kumar said, "The Election Commission has decided that no polling station will have more than 1,200 voters." "Identity cards have been introduced for booth-level officials to better identify them when approaching voters. Mobile phones can be deposited in a room outside the booth. It was also suggested that the serial number should be larger. CEC stated that each polling station will have approximately 1,200 voters assigned to it. This arrangement aims to manage the voting process efficiently and ensure smooth conduct during the elections.
Now, candidates’ photographs on election-related documents will appear in colour, making it easier for voters to identify them. This move aims to increase transparency and improve voter awareness.
