ECI Announces Second Phase of Special Intensive Revision in 12 States and UTs – Which Are They?

During the press conference, CEC Gyanesh Kumar announced the schedule for Phase 2 of the Special Intensive Revision (SIR). The final electoral rolls will be published on February 7, 2026.

The Election Commission of India (ECI) on Monday, October 27, announced that the second phase of the Special Intensive Revision (SIR) of electoral rolls is set to be carried out in 12 States and Union Territories. Addressing the press conference, Chief Election Commissioner Gyanesh Kumar stated that the voter lists of these regions will be frozen at 12 am tonight, after which all voters on those lists will receive Unique Enumeration Forms distributed by Booth Level Officers (BLOs).

ECI Announces SIR in 12 States/UTs- Which Are They?

The 12 States/ Union Territories where SIR will be conducted in the second phase are: Andaman & Nicobar, Chhattisgarh, Goa, Gujarat, Kerala, Lakshadweep, Madhya Pradesh, Puducherry, Rajasthan, Tamil Nadu, Uttar Pradesh and West Bengal.

CEC Kumar on SIR Process

CEC Kumar further stated that the Unique Enumeration Forms will contain all the necessary details from the current voter list. Once the BLOs begin distributing the forms to existing electors, individuals whose names appear on the Enumeration Forms will be required to check whether their names were included in the 2003 voter list. If their names or the names of their parents are found in that list, they will not be required to submit any additional documents. Furthermore, voter lists from 2002 to 2004 used during the SIR process will be made available to the public on the Election Commission’s official website, voters.eci.gov.in.

ECI Schedule For Phase 2 of SIR

During the press conference, CEC Kumar also announced the schedule of phase 2 of SIR (Special Intensive Revision) to be carried out in 12 States/UTs. The schedule is as follows:

Printing/Training – 28th Oct to 3rd Nov 2025
House to House Enumeration Phase – 4th Nov to 4th Dec 2025
Publication of Draft Electoral Rolls – 9th Dec 2025
Claims & Objection Period – 9th Dec 2025 to 8th Jan 2026
Notice Phase (Hearing & Verification) – 9th Dec 2025 to 31st Jan 2026
Publication of Final Electoral Rolls – 7th Feb 2026

CEC Kumar on Aadhaar Card

CEC Kumar reiterated that Aadhaar cannot be used as proof of domicile, citizenship, or date of birth, as per the Supreme Court and Section 9 of the Aadhaar Act. He added that Aadhaar serves as a proof of identity and can also be used for e-signing.

“As far as the Aadhaar Card is concerned, Supreme Court has said that Aadhaar is to be used as per Aadhaar Act. Sec 9 of Aadhaar Act says that Aadhaar will not be the proof of domicile or citizenship. Supreme Court has given several rulings that Aadhaar is not a proof of date of birth. Keeping this mind, Aadhaar authority issued its notification and even today, if you download a new Aadhaar today, the Card mentions that it is neither a proof of date of birth nor domicile or citizenship. Aadhaar Card is proof of identity and can be used for e-signing too,” Kumar stated.
