New Delhi: Congress MP Shashi Tharoor on Thursday termed the Government of National Capital Territory of Delhi (Amendment) Bill, 2023 as ‘shameful Bill’ saying that this is basically going to undo the principle of Parliamentary accountability.
Speaking to the media, Tharoor said that they found this bill really ‘shameful Bill’ for several reasons.

He said that the Centre is basically introducing a Constitutional amendment without calling it that and asked that how can you do it?
While listing the reasons for calling Delhi ordinance bill ‘shameful’, Tharoor informed that there is a no confidence motion pending against the central government and then also they are bringing such a fundamental, substantive policy change.
Tharoor asserted that this Bill is really bad in law. “It is basically going to undo the principle of Parliamentary accountability because a minister will not be responsible for his officials anymore because the officials will actually outrank the minister and be able to overrule even the CM,” he said.
“It is a disastrous Bill and we oppose it very strongly,” Congress MP added.
