The Election Commission of India has published the final voter list today as part of the Special Intensive Revision in poll-bound Bihar. The list is being released after a great deal of conflict and controversy, and its legality and timing are still under debate.
The Supreme Court has made it clear that even after the final list is released, the process could be canceled if any wrongdoing is found. The Court has pointed out that publishing the list does not make it free from legal action. The final hearing on the matter will take place on October 7, keeping the matter unsettled for now.

A tumultuous History of the Voter List Preparation
SIR Revision Exercise
The SIR was conducted after 22 years; draft electoral rolls for the same were conducted at the time of initiating the new draft voter list. Election Commission pledged no eligible voter would be excluded, no ineligible voter would be included, but moving ahead, political contestants went forth and questioned the sanctimony of the list
Political Allegations
Opposition parties rose to the occasion and accused the SIR of being a tool for taking away the rights of poor and minority voters, favoring the ruling BJP. Rahul Gandhi alleged that relations between the Election Commission and the BJP were to ensure the BJP’s massive mandate.
The Election Commission denied allegations and challenged Congress to file an affidavit. Opposition leaders, including Rahul Gandhi and RJD’s Tejashwi Yadav, launched a “Voter Adhikar Yatra” protesting alleged “vote theft”
Election Timeline
The Bihar Assembly term ends on November 22. Election schedule expected after poll body’s preparedness visit to Patna on October 4-5. Opposition parties demanded the shutdown of the SIR exercise amid intense scrutiny. Soon, the petitioners moved the Supreme Court, alleging potential large-scale voter list changes. The Supreme Court scheduled the next hearing for October 7.
