A medical surgeon who was already facing trial in a murder case in 2011 had recently been charged with a new penalty for interrupting court proceedings by endeavouring to act in a bizarre manner during the hearing.
The medical surgeon interrupted the proceedings by throwing rice in front of the dais in the courtroom. Such an act raised inhibitions in the court, and the lawyers present hesitated to come forward to give their arguments, fearing that the accused had enacted some kind of black magic ritual.
The doctor had done something similar before the hearing had commenced. Court staff present in the premises reported that the accused had thrown some rice grains on the floor under the dais.
Even then, the proceedings of the court came to a standstill as advocates did not want to go ahead without the premises being cleaned first. While dealing with the matter, the court said, “This is very shocking and surprising to the Court that the present accused Dr. Chander, who is a surgeon and belongs to an elite educated class, could get involved with such bizarre and taboo acts.”
They told ANI, “This is very shocking and surprising to the Court that the present accused Dr. Chander Vibhas, who is stated to be a surgeon by profession and belonging to the educated and elite class, has acted in such an unreasonable manner and created an interruption in the Court proceedings.”
“Accordingly, this Court is constrained to take cognisance of the offence under Section 267 BNS, 2023 against accused Dr. Chander Vibhas since proceedings of the Court were halted for about 15–20 minutes, and it is triable by this very Court where the said offence has been committed,” the court said in the order.
After the contention in the court, the accused tendered an apology.
“After considering all the facts and circumstances, including the apology tendered by the accused and his feeling of remorse, he is sentenced to undergo imprisonment till the rising of the Court and a fine of Rs 2,000 to be deposited with the State,” ASJ Tandon ordered on August 11.
Upon enquiry by the court, the accused stated that he was holding some rice in his hands, which fell down. Considering the fact that the accused already knew that he was supposed to attend the proceedings, the excuse seemed unreasonable. He failed to provide a satisfactory explanation as to why he was carrying the rice in his hands while entering the court and during the proceedings.
The act shocked the advocates in the courtroom. They further asked to clear out all the rice before proceeding with their approach to the case in front of the dais.
The court proceedings were halted at the request of counsel present, as they suspected black magic by the accused.
