GRAP-IV in Effect: Are Delhi-NCR schools open or closed next week? Govt order says…

The Commission for Air Quality Management (CAQM) on Saturday invoked Stage IV of the Graded Response Action Plan (GRAP) in Delhi-NCR after the Air Quality Index (AQI) neared the ‘Severe Plus’ mark of 450.

With Graded Response Action Plan (GRAP) Stage-IV measures in place, the Delhi government’s Directorate of Education (DoE) on Saturday issued a circular directing all government, government-aided, and recognised private schools under DOE, NDMC, MCD, and Delhi Cantonment Board to conduct classes in a hybrid mode for students up to Class IX and XI, combining physical and online lessons wherever feasible.

Are Delhi schools open or closed next week?

The circular has been issued in compliance with the CAQM order under GRAP-IV and is effective immediately until further notice. This has left students wondering whether schools will remain open or closed next week (December 15-20). Notably, under GRAP Stage-III, governments were advised to consider discontinuing physical classes for children up to Class V and shift to online learning. Now, in compliance with the new order, the schools have been directed to conduct classes in schools for children up to Class IX and XI in a hybrid Mode i.e. both in physical and online mode with immediate effect until further orders.

However, the order also adds that option to exercise the online mode of education, wherever available, shall vest with the students and their guardians. This implies that that schools in Delhi are not completely closed, but the mode of attendance is flexible. Students are advised to check with their schools’ official notification for updates on closure.

What does the circular say?

The DoE circular reads: “In compliance to the order (CAQM order of GRAP-IV), all Heads of Schools of Government, Government Aided, Unaided Recognized Private Schools of DOE, NDMC, MCD and Delhi Cantonment Board are directed to conduct classes in schools for children up to Class IX and XI in a "Hybrid" Mode i.e. both in physical and online mode (wherever online mode is feasible) with immediate effect until further orders.”
