Delhi: New Ordinance Slaps Up To Rs 10 Lakh Fine On Private Schools For Fee Violations – Details Inside

The draft ordinance under the Delhi School Education (Transparency in Fixation and Regulation of Fees) Bill, 2025, will soon be sent for presidential assent. While speaking at a press conference on Tuesday, Delhi's Education Minister Ashish Sood said that the move will eventually take the form of the law.

Delhi: In a significant move, the Delhi Cabinet on Tuesday approved a new ordinance aimed at safeguarding the parents from heavy and unjustified school fees. The decision seeks to exercise regulations on private schools’ fee structure. It also empowers the city Government to impose strict penalties if they violate the norms.

The draft ordinance under the Delhi School Education (Transparency in Fixation and Regulation of Fees) Bill, 2025, will soon be sent for presidential assent. While speaking at a press conference on Tuesday, Delhi’s Education Minister Ashish Sood said that the move will eventually take the form of the law. He further called the decision ‘golden’ and noted that it is a landmark day.

The move is certainly seen as protecting the parents, particularly those whose children study in private unaided schools. Additionally, the decision will curb the arbitrary hike in the fee structure.

Penalties And Fine Details

For a first offence: Rs 1 to 5 Lakh

For repeated violations: Rs 2 to 10 Lakh

In short, the ordinance authorises the government to fine private schools up to Rs 10 lakh if they fail to comply. On the other hand, the penalty amount will be doubled if any private educational institution delays or fails to refund the excess amount within 20 working days. The school management can also lose its right to revise fees in the future.

NOTE: All the private schools that offer Indian and international curricula must establish a School Level Fee Regulation Committee, every academic year by July 15.
