The Lieutenant Governor of Delhi has announced new rules for getting free medical lab tests at government hospitals, dispensaries, and Mohalla Clinics. These changes were shared through an official notification on May 20, 2025. The main aim of the updated policy is to make the process smoother and more efficient. With these changes, the government hopes that all eligible people can access free testing services easily, without facing unnecessary delays or complications.

Updated List of Documents Required For Free Laboratory Tests

As of now, according to the official e-gazette notification dated May 20, 2025, here are the details of the documents:

Anyone who wishes to avail the benefits under the above-mentioned schemes will now be required to provide proof of having an Aadhaar number or complete Aadhaar authentication. If a person does not have an Aadhaar number or has not yet enrolled for Aadhaar, they are required to apply for it. In the case of children, this application must be made with the consent of their parents or guardians. This applies only to those who are eligible to receive an Aadhaar number under Section 3 of the Aadhaar Act. To complete the enrolment process, the individual or their guardian must visit an Aadhaar enrolment center. A list of these centers can be found on the Unique Identification Authority of India (UIDAI) website at www.uidai.gov.in.

The benefit under the above-mentioned Schemes shall be given to individuals subject to the production of the following documents, namely:

  • In case the individual/beneficiary possesses an Aadhaar number: proof of possession of the Aadhaar number or undergo Aadhaar authentication
  • In case the individual/beneficiary does not possess an Aadhaar number:

Children Without an Aadhaar Card

  • Children who do not have an Aadhaar number must submit an Aadhaar Enrolment Identification slip along with a document such as a birth certificate or school identity card. They are also required to provide proof of their relationship with a parent or guardian, which can be shown through a birth certificate, ration card, or any recognised government family entitlement card. These provisions are designed to ensure that minors are eligible to receive free laboratory tests.

If Aadhaar authentication fails due to poor fingerprint quality, alternative methods such as iris scans or face recognition are available. The government has ensured these technologies will be accessible at convenient locations so that beneficiaries are not denied services because of technical issues. In cases where biometric authentication completely fails, people can use Aadhaar one-time passwords (OTPs) or time-based OTPs as alternatives. If these options are also unavailable, individuals can present a physical Aadhaar letter, which will be verified using a QR code scanner provided by the department.

Laboratory Tests

The costs of these laboratory tests are covered by the consolidated fund of the Government of the NCT of Delhi, ensuring that they remain free of charge for all consumers. To maintain efficiency and quality in service delivery, the government outsources these tests to private companies. This update is part of a broader effort to make healthcare accessible to all citizens without financial burdens or complicated procedures.

The revised documentation requirements reflect the Delhi government’s commitment to improving public healthcare access.
